A census involves collecting data about every individual in the target population. However, if the target population is very large or its very expensive to collect information, then a sample of the population is often taken instead. Conclusions based on samples of data involve some error. However, we can use the properties of the sample to estimate the properties of the population.
However, when sampling data it is important to consider the sampling size and method used to minimise any sampling bias and improve the quality of data and conclusions made.
